The pace bowler has claimed 309 wickets in 71 appearances with an average of 22.10.
The Australian chair of selectors Bailey has confirmed that skipper Cummins will play a "major part" in the upcoming England-Australia contest.
There were concerns that the 32-year-old might miss the series due to a ongoing back issue that was still troubling him.
Earlier indications from team management suggested no definitive call had been made regarding whether he would play, with the five-Test series kicking off on 21 November in Perth.
He revealed that Cummins is "building up" and felt positive about the prospects of being involved.
"It's clear that time is getting short and there are permutations around that, not just the back issue, but additional elements," he commented.
"It's positive. There's strong faith that he's going to play a key capacity. Ideally starting in Perth. If not, then we'll pick it up."
Previous Setbacks
He was sidelined the ODI and T20 games against New Zealand and India last month after examinations confirmed a lower back issue.
Previous incidents include of recurring issues, with recurrences in multiple past seasons causing him to miss several home seasons in a limited period.
He emphasized he would be proactive in his approach in his comeback strategy to ensure his availability for the contest.
Bailey noted that there was no confirmation if he had started his bowling workouts as part of his comeback but admitted it was "getting tight" for him to regain fitness for the initial match.
Alternative Arrangements
Should Cummins not be fit, former captain Steve Smith will lead the side.
All-rounder Cameron Green was withdrawn recently from the ODI lineup for their ODI contests against India as a safety move because of discomfort in his torso.
He labeled it as a "small issue and confirmed that Green will play in the domestic first-class competition, so will be "in a good place to deliver overs."
"We put so much time has gone into developing the strategy for him to take part for the initial game as an batting and bowling option," the selector detailed.
"He was only going to play the initial matches in any case. The way he swings the bat in limited-overs, should it hinder progress for another day, we just made the decision to take a cautious route."
